Edit 3: It seems that Steam is not attempting to download the workshop items at all now I took a quick look in config.json with a text editor and I suspect that through here I may be able to control what workshop items download by changing some variables from 'TRUE' to 'FALSE'. When joining a modded server you will get a prompt showing you which mods are installed and if you want to download them.
